JS0 + JSSugar, divisive proposal.

It’s been proposed by a Googler to separate JS into two parts. JS0 core language and its features maintained by browser vendors and language developers and JSSugar syntactic sugar or convenience features that would be maintained and developed by builders/bundlers.
